The answer is that it is at the view point on Chappies and the sonnet is from Will Shakespeare.
If I am the winner the my school of choice is the Harbour High School.

At the view point at the top of Chapmans Peak - The sonnet by William Shakespeare - I hate graffiti, but for once it was appropriate in that beautiful setting
